The better method is to look at the numbers and markings inside the LEGO.

Generally the filled tubes are older but there is no definite means or method
to determine age based on the tubes.

Example, I rarely find a 1x10 plate with filled tubes.

It turns out I had ordered from the store (I think they slightly changed their
name of store). The store deliberately sent me an advertising message to my email
(that he found and picked from the order's page).

I have the entire minifig scale Hogwarts from 2021-2023, built a perfect surrounding
grounds for it, and then...put it where the most dust in my house gathers .
I use different sizes of paint brushes and a feather duster to keep it nice,
although I recently watched a YouTube video about a vacuum specifically for cleaning
Lego bricks. Clean My Bricks, I believe it was called, if I wasn't so concerned
with having to fit Barad-Dur into my Lego budget, I would get it

That’s a symptom of spaghetti code (or, more accurately, big ball of mud): you
need the same function but, either it needs to be slightly different or you’re
just not very good at recognizing duplicates, and you copy (or rewrite) the code.
So when one copy changes, the other doesn’t.
Reconciling the different bits (refactoring) is not so easy and you risk breaking
one copy which actually did something slightly differently and that can’t be
simply replaced by a call to the other.
Hence the “we are not touching that (at the moment)” attitude.

Guessed as much, thanks for the confirmation! I suppose it's a wise choice,
there's lots of more urgent matters...
