My PayPal account keeps getting hacked. Someone keeps adding a bank account
to my PayPal account and then transfers my money into that account. I want to
close that PayPal account and open a new one and attach the new account to my
BrickLink Store and remove the old account. How do I go about removing the old
PayPal account and adding a new one?

Disconnect on https://www.bricklink.com/v2/mystore/payments.page
And then you’ll be able to connect the new one.

Also, are you sure it’s not your e-mail account that’s compromised?

Not that it helps much, but I'd like to just let you know you're not
alone with this, going through the identical situation. Though not with an account
associated with our BL store. That BL process for which, is straightforward as
Sylvain succinctly framed it: Disconnect your current Merchant ID, to then reconnect
the new.

I'm curious though, as to the bank account info added to embezzle funds from
your account. Might it be the same or similar as to our case (If you'd care
to share that, pm me) But you're right, it continued brazenly using the same
bank-info even after so-called PayPal intervention The only way forward is
to close the account, iow. Startlingly feckless PP security protocols have been,
including after the fact. Eyeopening for us.

Back when my PayPal account was hacked and someone tried to send funds to another
bank, I added an Authenticator app to it and ever since there hasn’t been any
unauthorized logins so that might work for you as setting up a new PayPal account
might be quite a bit of work with all the I’d/tax verifications needed (depending
on account size and country)

Were you able to change the password at paypal? If you did and they got back
in again and again, it probably means they have access to your email account.
