| How should a new minifig that is complete, but with a piece misprinted be listed
for sale?

It should be listed, as "New" (All minifigs listed on Bricklink have
to be complete), but the listing should include a description of the misprint.

| The misprint is considered damage and if listed as New will get the listing pulled.

| Convince the Admin's of that. They've cancelled several of mine for that
and I was told to list as Custom.

| If a misprint is missing a color, I suppose you could argue that the figure is
technically incomplete, and has to be removed.
If it's just shifted printing like seen on many, many Star Wars clone helmets,
I'm not sure you could go around deleting all of them.

This needs to be changed.
Any buyer has a reasonable assumption that a New item will be mint or near mint.
If you bought a new iPhone, you wouldn't expect the screen to have a bunch
of scratches on it. You would consider yourself cheated and ask for a replacement
phone.
Regarding OP, depends on the nature and severity of the misprint.

This needs to be changed.
Any buyer has a reasonable assumption that a New item will be mint or near mint.

What does mint or near mint mean though, concerning LEGO. Especially as parts
frequently have small faint scratches from new sets. There is also the issue
that if a part looks "near mint" some sellers might consider they can
list it as new, if rules state that new parts are mint or near mint. And then
used once (or twice, or more) parts that look good get listed as new condition.
Hence having a rule that new parts haven't been used and used parts have.
Then it is up to the seller to highlight if a new part is misprinted.
