I have no clue, but I did send an order to someone in Ohio this week and sales
tax was not added. I kept trying to figure out why but the tax holiday would
make sense.

They started it a few years ago for back to school supplies (which basically
meant office supplies too), but this year they broadened it to anything (except
beer, tobacco, etc.) for transactions below $500. As you can imagine, without
letting restaurants know this so they could reprogram their systems (charge on
beer/spirits, but not on food), it created a lot of problems.
I've been snatching up sets like crazy so all in all I'm ahead on the
week, but it's still $50 in taxes that I sorta want back.

The only glitch it I don’t know how to get the tax exemption on here
when I signed up to collect sales tax they never gave me a rundown on
how to provide exemptions either! As a matter of fact by time I signed up I passed
the grace period by about 1-3 weeks so the cra told me I should go back to every
single buyer and get them to pay the sales tax 😅. Needless to say I didn’t take
their advice and just paid it out of pocket but they seem to be a funny group

"knew" about the tax holiday.

a 3rd-party service that manages all of that for us.
This is also the service that removes the tax for buyers with a reseller certificate.

This weekend (August 10th-11th) is a Sales Tax Holiday in Massachusetts. Do you
know if Bricklink will be honoring this holiday?
I should add, I think legally Bricklink (and myself as a retailer in MA, for
our in-person shoppers) are required to honor the sales tax holiday.
From the MA Dept of Revenue link I posted above:
"What about internet sales? Do those sales qualify for the sales tax
holiday exemption?
Yes. An item will qualify for the sales tax holiday exemption if you order and
pay for an eligible item over the internet:
On the sales tax holiday and
During Eastern Daylight Time.
No sales tax is due on that purchase, even if delivery of the item occurs after
the sales tax holiday weekend."

A few remarks (mostly based on Florida sales tax holidays) ...
The STH here only applies to certain items, clothes are included, but toys are
not. In your first example, did the buyer submit a sales tax certificate number
to BL ? That would override the STH, and likely apply to everything. Certificates
can exist for reasons other than resale (e.g. a public school buying for educational
purposes).
As to the second example, again the exact items being purchased may make it exempt
or not.

From what I can see, if you spend less than $500.00 it shouldn't be taxed,
anything over that would be taxed.
