Buying Privileges - OK
I have just tried to make a purchase from a new seller (1) and it will not be
accepted by PayPal as seller is high risk? Are there any buyer protections from
BrickLink if another method is used?

BrickLink does not offer any buyer or seller protections relating to payments.

If the seller offers stripe, you can pay that way . Personally if you are getting
a message that there is a high risk, I'd source the parts elsewhere/ user
a different seller.

Which is actually hindering the process and offering the risk assessment; BrickLink
or PayPal?

None, beyond punitive action against the seller's membership standing.
