Klingons had goatees and were the bad guys. In the mirror universe, where the
Federation’s double is the evil Terran Empire, the evil doubles of the good guys
had goatees.
That’s being reprised a lot. (In Futurama, Blender is his own evil double: his
goatee is just a triangular magnet )
Now, that doesn’t explain why Klingons had goatees.
But goatee » goat » satanic. And I’d have said it’s because of goats’ eyes but:

Some also consider mustaches evil. The Amish in America don't wear mustaches
because they consider them a symbol of violence since they have traditionally
been worn by European military leaders such as Adolf Hitler and Charles de Gaulle.
