| Just wanting to complete my twitch minifigure and I need one of his anteanna.
But after already spending a pretty penny buying the minifgure I dont want to
fork out $40-90 for an anteanna. Is there anyway to get a very rare part like
this without spending so much? Its almost as much as the actual figure.

There's a seller in New South Wales that has one in Dark Red for AU $19:

Otherwise, you could try to find a different piece to use as the antenna, or
simply leave him with a single antenna.

Unfortunately not. At half the price of the minifig, though, it might be worth
reconsidering buying the part separately.
The only other way to get it would be to get insanely lucky and find one in an
unsorted lot of LEGO being sold at a low price. That would of course depend on
whether you have enough space for all the extra used LEGO just to get one piece.

I once bought a 25 set collection for $550+ just on the chance there might be
a dark tan feather in there
Still haven't opened it yet, but either way, It'll be a good deal.

Be patients and put it on your want list with notification. Not very many sell,
but when they do it isn't for $40-90.

AIUI, BrickLink being a private entity (and not the US Congress), the First Amendment

Red used to be used as a test color for new molds. Could this be one which makes
it rather rare?

 This one is Bright Green and the other colour it was made in is Dark Red.
Nothing is in the prototype common Red.
The figs are
(Dark Red) that appeared in 4 sets in

The part is easy to misplace/lose too.
