When shipping from the US to Germany, used to have to print out vat receipt and
attach to outside of package....I didn't get a receipt nor did the buyer
pay anything other than coast plus shipping...Has this requirement changed? thanks

its a confusing mess but from what has been talked about on the forums you have
to pay for Germany to recycle stuff or something but its a flat rate fee that
makes it not worth shipping to for most stores

yah its a mess. some people have said they shipped their without issue but then
again they may just get lucky but many stores (myself included) no longer sell
to Germany

And from what I'm reading BrickLink, as an online marketplace, has its own
obligations under the law - requiring, e.g., sellers to have valid LUCID registration
before shipping to Germany.

Was the amount above €150?
In that case, the buyer will pay VAT at delivery (plus a broker fee).
Another possibility is the buyer is VAT-registered and asked not to be charged
VAT when they ordered. (They would then have to handle VAT themselves, something
sellers can do.)

Printing out a VAT receipt and attaching it to the outside of the package isn't
enough - you need to send the IOSS number electronically. But it sounds like
BL didn't collect VAT on the order for whatever reason (there are a couple
of reasons why that might have happened).

Guess I need to look into what they want now and maybe in check Germany as a

Important Note: The IOSS portal is NOT required for U.S. sellers. It is an optional
program intended to expedite e-commerce order delivery to EU countries, while
collecting VAT efficiently. U.S. sellers who do not register for IOSS will have
their packages delivered Delivery Duty Unpaid, meaning the buyer must pay VAT
and potential additional customs clearance fees before the shipping carrier will
release their package.
What you found is the new import VAT rules. The German requirement is about
paying for recycling your packaging.
(The new import VAT rules are the reason BrickLink, and not the sellers,
is registred to IOSS as a marketplace/facilitator, and is absolutely required
to be registred. It’s a few lines after the bit you quoted for sellers who
don’t use a marketplace.)
