I've got to agree with that. I've built this model many times in nearly
40 years and I don't remember ever putting that piece on top of the wagon.
But why is this plate needed there? I can't figure out any visual reason
for it being necessary. Is it possible that it's actually holding together
a 2x4 and a 2x6 brick (replacing the 2x10 brick)?

I believe it is meant to represent the cap on the fuel tank. The 2 x 6 brick
didn't come along until much later (1990).

I withdraw that. Judging by the BL database, the yellow 2x6 brick wasn't
introduced until around 1990.
