Years ago there was an Albert Brooks movie, "Defending Your Life," in
which you can get reincarnated and use more of your brain (like 50-60% instead
of the mythical 10%). But it doesn't seem like the characters use their brain
power for anything of substance.

If we're beginning there, with that question, you'll need to first do
some work yourself in understanding the significance of accessing suppressed
memories, especially to the mental health profession. Which is just a starting
point for such a consequential technology, should it be realized.
You raised a disturbing possibility given it's potency in the wrong
hands, understandable. But now imagine that same potency in other hands making
ours lives better, advancing humanity. Powerful tools are not to be feared if
human nature is fully understood, imho.
