| Hi,
I just ordered from abroad to Norway. Today the packege arrived and I had to
pay VAT again. In addition there have been fees by norwegian postal service.
To state it clear, I was forced by Bricklink to pay norwegian VAT already at
order check-out.
So I had to pay VAT twice and some duty fees in addition. Can't find Information
at the BL Help page regarding VAT-refound. Since BL is collecting, I guess its
also BL that haver to make refounds?
The package has "old days" CN22 custom declaration, but no VOEC documents,
so I guess postal service did everythimg right, but seller missed to add correct
documents.
Anyhow, collecting VAT is a great service that make buying at BL easier, but
it MUST be reliable!
Can please someone figure out what to do in order to get VAT refounded?
If you need any additional information or proof, do not hesitate to ask. I'll
keep recipt as well as shipping-box.

Sorry for the joke.
I don't think it can be refunded.
It's not BrickLink fault, it's either the seller who didn't transmitted
the proper info, or your Taxes who didn't account them
I'd ask to your local taxes/customs/posts.
Otherwise, very sorry, but IMHO rule n°1 is NEVER pay twice, simply refuse the
parcel and let the seller or PayPal manage this.
I mean; until BrickLink does what it's supposed to do in this case (refund)
but there would be conditions also, etc. And for now I've not read they would
do.

| Hi,
the thread you linked was from 2021. Rules have changed since then, and by end
of 2023, BL figured out a solution. And I was greatfull and started ordering
from abroad again.
It worked exactly once for me.
Now, it failed.
Unfortunately, I couldn't find any information about what to do in such case.
I understood that BL is collecting norwegian VAT, therefore I personally find
it logically that BL should be responsible if something went wrong here.
Or is it that the seller gets the money, including norwegian VAT, and BL charges
him afterwards? In that case, I am maybe totally wrong and beg for pardon. But
this is something that you, as a seller, have to tell me.
However, it should be neither be mandatory for the seller to print out the propper
custom forms before beeing able to proceed to the next step (e.g. setting orderstatus
to packed), or possible for the buyer to choose between VAT beeing collected
during check-out or by local postal service.
Paying twice means 50% taxes + postals fees. This is, by no means, a good solution
(except for your tax-office).
Sending mail to each seller before ordering could be some sort of life-hack here,
but still is not the intention of the newly implemented feature, I guess.
So I like to specifie my question. Who is responsible (hwo got the money?), Seller
or BL?
BTW: There is no doubt for me that the seller did not provide propper documents.
But BL is the Marketplace that offers the service. In a similar case, it was
a well known online auction platform the refounded VAT to me, since seller did
not provide propper VOEC documents.

I and many others here, have experience the "Double VAT" transaction
episode, both as seller and buyer. You are not unique nor somehow special in
this matter. So...
answer the question: did you get the response needed from BL, that lead you to
reengage in transacting abroad?

bricklink right away.
All the seller needs to do is print out the tax receipt on the order and put
it on the package and digitally include the tax number bricklink providers when
they buy the shipping label. If they do those 2 things (just like they have to
do to many other countries) you won’t get double charged (aside from rare accidents)

I doubt BrickLink ever touches the money, I think whatever 3rd party vendor they
use collects it and remits it. Still, that doesn't change that BL is probably
responsible for refunding if VAT is charged 2x. I say "probably" as I
don't know if there's anything specific to Norway as opposed to EU.

I'm sure they do. Just like us, VAT sellers.
You receive the money (by PayPal/Stripe on a specific account or with a specific
description "Partner thingy", then BL declare and pays the amount owed
maybe every 3 months, to each Country or to their Country which splits (like
how OSS works).
In short, I don't think possible BL pays say 30 cents for a small order to
say Norway, but instead every 3 months will send a SEPA payment of ex. 10,000€.

I think Peregrinator meant that BL subcontracted the whole tax rigmarole to a
partner.
I’m not sure how it works, to which level the partner handles things, if it’s
just some kind of API (checks address and says “that’s so much (% or amount),
it’s VAT/Sales tax, that should go to tax service X…”) or if they also collect
and remitt the taxes for BL.
