I understand the reasons for wanting to try and separate mini doll hair from
standard minifig hair but with so many crossovers particularly with the increasing
number of Male dolls using standard minifig hair I think this method starts to
become unviable. For instance both these hair pieces are under Doll Hair when
they are both equally suitable for standard minifigs and so how is the correct
category for them being determined?

My suggestion would be to consider removing the 'Doll Hair' category
and replacing it with a category called 'Hair with Pin Hole' as that
way you still get to separate a good portion of the doll hair from standard hair
whilst giving some much needed clarity. Obviously it will mean some traditional
minifig hair such as Leia/Queen ending up among the doll pin hole hair but I
think its a small price to pay given it will enable more clarity as to where
a hair design belongs and where to look

I would just merge the categories and be done with it myself.

They go in the category where they are first used and for a lot of them that
winds up staying true, but quite a few it doesn't.

Although it makes perfect sense to keep mini-doll torsos, legs and heads in their
own categories and not mix these in with traditional minifigure torsos, legs
and heads. Of course the hair is slightly different in that the pieces can be
used with either mini-dolls or minifigures. It makes sense to stick the lot in
one category, and the same with headgear, whether it is for mini-dolls or minifigures.

It would also be good to finally sort the issue of the hat and hair pieces. Any
random hat-with-hair piece could be found in one of four different categories:
minifigure hair
minifigure headgear
mini-doll hair
mini-doll headgear

A big hat and a tiny bit of hair - but goes in hair

I'd stick the lot into a single category rather than spreading them across
four. It doesn't really matter if it goes in headgear, into hair or into
a combined headgear with hair category. I'd go for the latter given how many
of this type of piece we are now getting.

I appreciate you bringing this up, as I was wondering this exact thing not even
a week ago. If what axaday suggested is feasible, I think it would be a welcomed
change to simplify things.

Even though true doll hair could be an inconvenience to sift through when browsing
a store for more standard hair I wouldn't be against merging them either
(The pin hole idea was just a compromise) but either option would be better than
what we have now...

it seems a bit silly to keep a category for Doll hair when many of them are interchangeable
between Minifigs and Mini Dolls such as these further examples of so called DOLL
HAIR used on minifigs:-
